I have been trying to tune our email notifications and can't get it to
wait to notify me of an issue until the issue has been present for a set
amount of time.  I have a rule set in the "Delay host notifications" and
another in the "Delay service notifications" rule set.  I however am
seeing email notifications for an issue that go from OK to Crit back to
OK 2 minutes apart even with a delay of 5 minutes.  How do I get
Check_MK to only send out email notifications if a service or host is
having issues for a few minutes?

Hi Daniel,

You could try to adjust the amount of soft state errors to be a hard state error for the service you want to delay.
Note: because this will not only affect the notifications (this will affect the overall state of the service) I’m not sure if this is usable for you.
Using the settings below has the effect that Check_MK won’t show these services as ‘in error’ unless they are in error for at least 5 minutes.

You’ll need the following settings:
Go to Host & Service parameters -> Monitoring configuration
1. Maximum number of check attempts for service
2. Retry check interval for service checks

With both settings, create a rule for the service you want to be monitored (or a blank rule for all services).
Set the first one to ‘5 times‘ set the second one to 1 minute.

Don’t forget to disable your notification delay settings if you try this.

FWIW i've been struggling with delaying notifications too in the past and tried
various settings. I've settled on :
Delay host notifications of 9 minutes
Delay service notifications of 10 minutes
